JOHNSON & KOVAL STREAM STABILIZATION PROJECTS

The Luzerne Conservation District will be accepting bids for the Johnson and Koval Stream Stabilization Projects. The contract will consist of two sites, one on Big Wapwallopen Creek in Hollenback Township and one on Little Nescopeck Creek, Sugarloaf Township, Luzerne County. Prevailing Wage Info. – Davis Bacon Wage Determination copied from Department of Labor website for Wage Determination #14 (HEAVY CONSTRUCTION) for Luzerne County, PA. Bidders can determine the specific wages they feel are appropriate for the project (I.E. equipment operator, truck driver, laborer etc.).
#1 – 10/2/15 – The PA Fish & Boat Commission responded to the district’s inquiry regarding the permit timeframe limitations for work on the Johnson site on Big Wapwallopen Creek. Since it is designated as a wild trout stream, this project can not be started until after January 1, 2016. Bidders are advised to prepare their bids with the intention to begin the Koval site (Nescopeck Creek) first, within 30 days after the execution of contract for the project. Plans should be to begin the Johnson site on or after January 1, 2016, weather and stream conditions permitting. Weather conditions may affect the contractor’s ability to implement that planting scheme for the project. The district and the contractor will consider those factors and come to a mutually-agreed upon timeframe to implement the Johnson portion of the project.
#2 – 10/2/15 – The bedding for the riprap on the Johnson site should include both geotextile AND AASHTO #1 stone, instead of one or the other.

Contractors interested in bidding on the project must visit the project site for a required pre-bid examination of the area to become fully informed as to all existing conditions and limitations including access and availability of materials.
The mandatory site showing has been scheduled for Wednesday, September 30, 2015 beginning at 10:00 AM at the Johnson Project Site along State Route 3013, Nescopeck, PA 18635.
