The Luzerne Conservation District is accepting proposals to implement agricultural best management practices on a farm in Dallas Township, Luzerne County. The full project information package can be downloaded by clicking below:

*Prevailing Wage Rate Info. – Prevailing Wage applies to these projects. The PA Department of Labor & Industry provides Wage Determinations. Contractors providing quotes should use the appropriate wage categories for personnel working on the project (i.e., Operators, Truck drivers, Carpenters, Laborers, etc.) when developing their proposals.
Contract Appendices: DEP Contract Attachments – This project is funded by the PA DEP’s Countywide Action Plan Implementation Grant Program. Therefore, the selected contractor and any subcontractors will be subject to the provisions of this Appendix.
Addenda/Clarifications (must be read and accounted for in bids):
Clarification #1, Added 9/11/26:
- Inlet and junction boxes, I-1.0 and I-1.1 will have to be the concrete inlet boxes that are traffic rated with the bicycle grates as shown on the drawing C-0015. The junction boxes (J-1.0 and J-1.1) are to be concrete with solid concrete tops as per the landowner’s request. Contractors should bid all junction boxes as concrete with concrete tops not nyloplast.
- For clarification purposes, on the 12″ pipe and junctions, see revised design sheet CS-008 and C-0014 –
- The junction box that would collect the west side downspouts from the arena (J-1.0) can be dismissed and the 6″ pipe be routed down to the “chimney” junction box (J-1.1).
- The downspouts on the east side can be sent to inlet box (I-1.1) instead of connected to the 12″ pipe. I would suggest taking the northern downspout and discharge that into inlet box (I-1.0).
- Junction (J-1.1) is the “chimney” box that is designed to drop the velocity in the pipe before it gets sent out to the outlet. This junction cannot be eliminated.
- The location of the outlets of all the pipes can be adjusted as needed on site. This can get routed around the trees or moved elsewhere as needed. However, the minimum slopes will need to be followed as well as any easements or right of ways of the gas line that is located on the property if we get closer to that area. Additionally, we need the discharge to be a minimum of 50′ from the top bank of the steam to not need additional permitting. Either option for the outlet is suitable. The landowner’s preference is in the clearing below the gas line as discussed at the site showing.
- Contractors should plan to reseed disturbed areas with Tractor Supply’s pasture mix per landowner.
- For clarification purposes, please follow the design set and the addendum drawing posted on Luzerne Conservation District’s website for installed practices. The copy I had at the site visit was not the most current version.
The mandatory site showing will be at the Jackloski Farm on Friday, September 4th at 9AM.
IMPORTANT! Contractors interested in providing a quote for the project must visit the project site for a required pre-quote examination of the areas to become fully informed as to all existing conditions and limitations, including access and availability of materials.
